Entry Rules for UAE Citizens
Citizens of the United Arab Emirates can enter Ukraine visa-free for up to 90 days within any 180-day period (tourism, private visits, business meetings that do not require a work permit). Your stay is counted by days, including the day of arrival and departure.
Entry is allowed only with a valid UAE international passport. UAE national ID cards are not accepted for border crossing.
Ukraine has no COVID-19 entry restrictions in 2026.
Required Documents
Border officers may ask you to confirm the purpose of travel and your ability to support yourself during the trip. Prepare printed or offline copies (phone battery and internet may fail while traveling).
- Passport (valid for the entire period of stay; practical recommendation: keep at least 3 months validity beyond your planned departure).
- Travel medical insurance valid for Ukraine for the whole trip (see details below).
- Proof of purpose of visit: hotel booking, rental agreement, invitation letter from a host (private or business), tour voucher, medical appointment documents, or onward tickets for transit.
- Proof of sufficient funds for the stay (cash in UAH/EUR/USD, bank card + recent statement, prepaid accommodation, tour voucher, or a host guarantee letter).
- No active entry ban (checked by the State Border Guard Service at the border).
How much money may be required? Ukraine uses a formula based on the subsistence minimum. For 2026, the subsistence minimum is 3,209 UAH. The minimum funds can be calculated as: FO = ((20 × Pm) ÷ 30) × (Kd + 5), where Pm = 3,209 UAH and Kd = number of days in Ukraine. Example: for a 30-day stay, the minimum is 24,344 UAH.
Travel Insurance
Medical insurance is mandatory for foreign visitors in 2026, including UAE citizens. Choose a policy that clearly states coverage in Ukraine and keep the certificate/policy number accessible.
Recommended minimum coverage features:
- Outpatient and inpatient treatment
- Emergency care and ambulance services
- Medical evacuation and repatriation
- Coverage for COVID-19-related medical expenses
- Coverage that does not exclude war-related risks (read exclusions carefully)
You can arrange a suitable policy online before departure; many travelers use insurance-ukraine.com for quick issuance and English-language documents.
Safety
Ukraine remains under martial law in 2026. Travel is possible, but you must follow local rules and be ready for security checks.
- Check curfew rules for the city/region you plan to visit and plan evening transport accordingly.
- Install the “Air Alarm” app for real-time alerts and follow instructions during alarms.
- Carry your passport (or a secure copy if advised by your accommodation) and keep your embassy contact details saved offline.
- Avoid photographing or filming checkpoints, military personnel, air defense, or military equipment.
Kyiv and other major cities: Many visitors travel safely by following alerts, curfews, and local guidance. Conditions can change quickly, so keep your itinerary flexible.
Customs
At the border you may choose a green corridor (nothing to declare) or a red corridor (items requiring declaration/permits). If in doubt, choose the red corridor.
Common green-corridor allowances (no customs tax and no written declaration when within limits):
- Personal belongings for personal use
- Goods up to EUR 500 total value and up to 50 kg
- Food for personal consumption (not for sale) up to EUR 200
- Cash (UAH or foreign currency) up to EUR 10,000 equivalent; above this amount you must declare and provide supporting bank documents
- Medicines (non-narcotic/non-psychotropic): generally up to 5 packages of each medicine per person
Red corridor (declare in writing) if you carry: goods over the limits, restricted items, currency/cultural valuables, securities, or medicines containing narcotic/psychotropic substances (permits required).
Prohibited imports include narcotics and psychotropic substances, explosives/poisons, certain foods without certificates, illegal propaganda/pornography materials, unidentified animals, wanted cultural property, and weapons (including gas sprays) without required permits.
Export rules: You can usually export goods under EUR 10,000 without written declaration. Higher values and restricted categories require declaration and may require duties/permits. Certain foods, medicines (especially controlled substances), weapons/ammunition, cultural and historical valuables, and items violating intellectual property rules may be restricted or prohibited for export.
Driving
Ukraine has right-hand traffic. Roads are free to use (no general toll system for passenger cars).
Key speed limits (unless signs indicate otherwise):
- Residential/pedestrian zones: 20 km/h
- In cities/towns: 50 km/h
- Outside settlements: 90 km/h
- Divided highways: 110 km/h
- Motorways: 130 km/h
Documents to carry: driver’s license, vehicle registration, and insurance. Seat belts are mandatory for the driver and front passenger.
Car insurance: Ukraine requires mandatory third-party liability insurance for drivers. Arrange coverage before driving; if you enter with your own vehicle, confirm your policy is valid in Ukraine.
Foreign-plate vehicles: Foreign citizens may generally drive a car with foreign plates in Ukraine for up to 1 year for personal use. If you stay in Ukraine for more than 2 months, you must contact an Interior Ministry service center for temporary vehicle registration. After 1 year, the vehicle must leave Ukraine.
Children in cars: Children under 12 must use seat belts and an appropriate child seat; children cannot ride in the front seat without a child seat. Children over 12 must wear seat belts.
Checkpoints during martial law: Slow down, prepare documents, follow instructions, and be ready for vehicle inspection. Turn off and remove dashcams from the windshield and avoid using your phone while approaching a checkpoint. Stop at the “STOP” sign, switch off headlights, turn on hazard lights, and proceed only when signaled.
