Entry Rules for Hungary Citizens
Hungarian citizens can enter Ukraine visa-free for up to 90 days within any 180-day period for tourism, private visits, business meetings, and other short stays. Entry is permitted only with a valid Hungarian passport; a national ID card is not accepted for border crossing.
Ukraine remains under martial law in 2026. Border officers may ask additional questions and request supporting documents. Plan extra time for border procedures and keep key documents printed or saved offline.
COVID-19: Ukraine has no COVID-related entry restrictions in 2026.
Required Documents
Prepare the following for a smooth border crossing:
- Valid passport. Ukraine does not set a minimum passport validity term for entry, but airlines and carriers may apply their own rules. For hassle-free travel, keep at least 3 months validity after your planned departure.
- Travel medical insurance valid for Ukraine (mandatory for foreigners).
- Proof of trip purpose (one or more): hotel booking, rental agreement, invitation letter from friends/relatives/company, tourist voucher, medical documents (if traveling for treatment), or onward tickets for transit.
- Proof of sufficient funds for the stay (cash, bank card + statement, prepaid accommodation, or a host’s guarantee letter).
- No active entry ban (checked by Ukrainian border authorities).
How much money may be required? Border officers can check financial means using a state formula based on the subsistence minimum. For 2026, the subsistence minimum is 3,209 UAH. The calculation is:
FO = ((20 × Pm) ÷ 30) × (Kd + 5)
Where Pm = 3,209 UAH and Kd = number of days in Ukraine. Example: for 30 days, the minimum is 24,344 UAH. Bring proof that is easy to show at the border (recent bank statement, cash in EUR/USD/UAH, paid booking).
Travel Insurance
Medical insurance is mandatory for Hungarian citizens entering Ukraine in 2026. Choose a policy that clearly states coverage in Ukraine and includes:
- Outpatient and inpatient treatment
- Emergency care and hospitalization
- Repatriation (medical evacuation/return home)
- Coverage for COVID-19 treatment (if needed)
- Coverage that does not exclude war-related risks (many standard policies exclude them—check the wording)
You can arrange a compliant policy online in advance; many travelers use insurance-ukraine.com for quick issuance and documents suitable for border checks.
Safety
Ukraine requires practical safety planning in 2026 due to martial law and the risk of air alerts. Follow these steps:
- Check curfew rules for the region and city you will visit (curfew hours can differ by oblast and may change).
- Install the official air-raid alert app “Air Alarm” and enable notifications for your location.
- Choose accommodation with a nearby shelter (ask the hotel where to go during an alert).
- Carry your passport and entry stamp/registration documents with you; be ready for checks at checkpoints.
- Save emergency numbers and your embassy contacts offline.
Emergency number: 112 (single number for emergency services). Also used: 101 fire, 102 police, 103 ambulance, 104 gas emergency.
Customs
At the border you will choose a customs corridor:
Green corridor (no written declaration) is for items within duty-free limits and not requiring permits. Typical allowances include:
- Personal belongings
- Goods for personal use up to EUR 500 total value and up to 50 kg
- Food products not for sale up to EUR 200
- Cash (UAH or foreign currency) up to EUR 10,000 equivalent
- Medicines (non-narcotic/non-psychotropic): generally up to 5 packages of each medicine per person
If you carry more than EUR 10,000 equivalent, you must declare it and may be asked for proof of withdrawal from a personal bank account.
Red corridor (written declaration) is required for items that need permits or exceed limits, including:
- Goods over EUR 500 or over 50 kg
- Currency and valuables that require declaration
- Items requiring special permits (including certain cultural items)
- Medicines containing narcotic/psychotropic substances or precursors
Prohibited to import includes narcotics/psychotropics, explosives and poisons, certain foods without certification, materials promoting violence/racism/war or pornography, unidentified animals, wanted cultural property, and weapons (including gas sprays) without the required permits.
Export rules (key points): You can export goods up to EUR 10,000 total value without a written declaration. Above that, declaration is required. Some categories (art/cultural heritage, weapons, controlled medicines, certain foods) have restrictions or bans.
Driving
Driving in Ukraine is on the right-hand side. Roads are generally free to use (no nationwide toll system for passenger cars). Carry these documents when driving:
- Driver’s license
- Vehicle registration
- Valid insurance for Ukraine
Mandatory car insurance: If you enter with your own vehicle, Ukraine requires civil liability insurance valid in Ukraine. Arrange it before driving.
Foreign plates: Foreign citizens may use a car with foreign license plates in Ukraine for up to 1 year for personal use. If you stay in Ukraine for more than 2 months, contact a Ministry of Internal Affairs service center for temporary vehicle registration. After 1 year, the vehicle must leave Ukraine.
Speed limits (typical):
- Residential/pedestrian zone: 20 km/h
- In settlements (cities): 50 km/h
- Outside settlements: 90 km/h
- Roads with a dividing strip: 110 km/h
- Motorways: 130 km/h
Seat belts and children: Seat belts are mandatory. Children under 12 must use appropriate child restraints; children cannot ride in the front seat without a child seat.
Checkpoints and martial law driving tips: Slow down early, keep documents ready, follow instructions, and do not film or photograph military equipment or positions. At checkpoints, you may be asked to switch off and remove dashcams and put away your phone. Stop at the “STOP” sign, use hazard lights, and wait for a signal to proceed.
