Entry Rules for Vatican City Citizens

Vatican City citizens can enter Ukraine visa-free for up to 90 days within any 180-day period for tourism, private visits, business meetings, and other short stays. Entry is allowed with a valid international passport only; national ID cards are not accepted for border crossing.

Ukraine remains under martial law in 2026. Border officers may ask additional questions and request supporting documents. Plan extra time at the border and keep key documents printed and on your phone.

There are no COVID-19 entry restrictions in 2026.

Required Documents

Prepare the following for a smooth visa-free entry:

• No active entry ban (checked by the State Border Guard Service during control).

Minimum funds formula used at checks (2026): FO = ((20 × Pm) ÷ 30) × (Kd + 5), where Pm is the subsistence minimum (3,209 UAH in 2026) and Kd is the number of days in Ukraine. Example: for 30 days, the minimum is about 24,344 UAH. Carry a buffer above the minimum.

Travel Insurance

Medical insurance is mandatory for foreign travelers, including Vatican City citizens. Choose a policy that clearly states coverage in Ukraine and includes:

• Outpatient and inpatient treatment
• Emergency care and ambulance services
• Repatriation (medical evacuation/return)

• Carry your passport and entry stamp/registration documents with you (a photo copy is helpful, but keep the original accessible).
• Do not photograph or record military personnel, checkpoints, air defense, or critical infrastructure.
• Save emergency numbers: 112 (single emergency number), 101 fire, 102 police, 103 ambulance, 104 gas emergency.

Customs

Green corridor (no written declaration) is generally suitable if you carry only permitted personal items and stay within limits:

• Personal belongings for personal use
• Goods up to EUR 500 total value and up to 50 kg
• Food for personal consumption (not for sale) up to EUR 200
• Cash up to EUR 10,000 (or equivalent) without declaration
• Medicines (non-narcotic/non-psychotropic): typically up to 5 retail packages per medicine per person

Red corridor (written declaration) is required for items that need permits or exceed limits, including:

• Goods over EUR 500 or over 50 kg
• Currency over EUR 10,000
• Cultural values, securities, and certain controlled items
• Medicines containing narcotic/psychotropic substances or precursors

Prohibited imports include narcotics and psychotropic substances, explosives and poisons, certain foods without required certification, and weapons (including gas sprays) without the required permits.

Export rules: goods up to EUR 10,000 total value can usually be exported without a written declaration. Higher values require declaration. Restricted categories (for example, cultural and historical valuables) may require permits.

Common export restrictions can include certain foods (for example, large quantities of fish or sturgeon caviar), controlled medicines, weapons/ammunition, and cultural monuments without permission.

Driving

Ukraine has right-hand traffic. Carry your driver’s license, vehicle registration, and valid vehicle insurance at all times. Seat belts are mandatory for the driver and front passenger.

Speed limits (typical):

• Residential/pedestrian zones: 20 km/h
• In cities and towns: 50 km/h
• Outside settlements: 90 km/h
• Divided roads outside settlements: 110 km/h

Foreign-plate vehicles: foreign citizens may generally use a foreign-registered car in Ukraine for up to 1 year for personal use. If you plan to stay longer than 2 months, arrange temporary registration at a Ministry of Internal Affairs service center. After the one-year period, the vehicle must leave Ukraine.

Child safety: children under 12 must use appropriate child restraints; transporting a child in the front seat without a child seat is prohibited. Children over 12 must wear seat belts.

Checkpoints: slow down, prepare documents, and follow instructions. Turn off and remove dashcams from the windshield and avoid using your phone while passing. Stop at the STOP sign, switch on hazard lights, and do not exit the vehicle unless asked.
